Charts stop re-animating while a report loads

Report charts used to replay their entry animation every time another tile on the page finished loading, so a full report could flicker several times before it settled. Charts now draw once and hold still, redrawing only when you actually change a filter, a period, or a comparison.

Series you switch off in a chart's legend also stay off now, instead of reappearing the moment something else on the page finishes loading.
